  8.                         Acceptable Use Policy
  9.  
  10.      CREN networks are for the use of persons legitimately affiliated with
  11. CREN Member or Affiliate organizations, to facilitate the exchange of
  12. information consistent with the academic, educational and research purposes
  13. of its members.  All individuals affiliated with CREN Member or Affiliate
  14. organizations are responsible for seeing that their communities are aware
  15. of these guidelines, and that the guidelines are followed, both in letter
  16. and in spirit.

  18.      CREN networks are, at the discretion of the institutions involved,
  19. open to use by students enrolled at participating CREN Member or Affiliate
  20. educational institutions.
  21.  
  22.      Use of CREN networks shall:
  23.          * Be consistent with the purposes and goals of the networks
  24.          * Avoid interfering with the work of other users of the
  25.            networks
  26.          * Avoid disrupting the network host systems (nodes)
  27.          * Avoid disrupting network services
  28.  
  29. Acceptable Use of the Networks
  30.  
  31.      The following examples may help users of the networks apply these
  32. principles in particular cases.
  33.  
  34.          * Messages that are likely to result in the loss of recipients'
  35.            work or systems are prohibited.
  36.          * CREN networks are not to be used for commercial purposes, such
  37.            as marketing, reselling bandwith, or business transactions
  38.            between commercial organizations.
  39.          * Advertising is forbidden.  Discussion of a product's relative
  40.            advantages and disadvantages by users of the product is
  41.            encouraged.  Vendors may respond to questions about their
  42.            products as long as the responses are not in the nature of
  43.            advertising.
  44.          * CREN networks may be used for the provision of services which
  45.            support the needs and purposes of the CREN networks, and for
  46.            which a charge is made, if the network is an optional mechanism
  47.            for provision of this service for which no additional charge is
  48.            made, and as long as the use of the service is consistent with
  49.            the bandwidth of the network and the forwarding hosts.
  50.            Providers of such information may be non-profit or for-profit
  51.            organizations.
  52.          * Any communication which violates applicable laws and regulations
  53.            is not allowed.*

  55.      Users of CREN networks are expected to be responsible in their use:
  56.  
  57.          * "Chain letters," "broadcasting" messages to lists or
  58.            individuals, and other types of use which would cause congestion
  59.            of the networks or otherwise interfere with the work of others
  60.            are not allowed.
  61.          * Bitnet files will be limited to sizes determined and reviewed
  62.            periodically.  (Note:  The current limit is 300,000 bytes per
  63.            file transmitted.)

  65.      CREN Members or Affiliates are expected to take reasonable measures
  66. (given the constraints of technology and management) to ensure that traffic
  67. using gateways between CREN networks and other networks conforms to these
  68. guidelines.

  70.      Final authority for CREN acceptable use policies lies with the CREN
  71. Board.  It is the responsibility of member representatives to contact the
  72. CREN Board, in writing, regarding questions of interpretation.  Until such
  73. issues are resolved, questionable use should be considered "not
  74. acceptable."

  77. *  In particular, messages and data sent to destinations outside the US
  78.     must satisfy the Department of Commerce regulations (either be within
  79.     the GTDA guidelines for information which may be generally
  80.     transmitted or have the required license).
